LTTE to finalise counter-proposals in Paris by Ranga Jayasuriya A ten member LTTE delegation will be in Colombo today to fly to Paris where the counter proposals are expected to be finalised. The LTTE delegation will leave for Paris tomorrow, LTTE and diplomatic sources told the Daily News. Thamilselvam will lead the delegation which will meet another 10 LTTE legal experts in Paris. "Altogether there will be 20 members who will hold discussions from August 23 to 27," diplomatic sources told the Daily News. Norwegian facilitators have helped in logistical matters related to the meeting such as a venue and accommodation, but there will be no Norwegian participation in the discussions. The delegation on their return from Paris will present its proposals to Velupillai Prabhakaran. "It will take two or three more weeks for further discussions on the proposals before they are finalised and submitted to the Government," a LTTE spokesman said. He said the LTTE will hold discussions with the Tamil and Muslim political party representatives before it finalises its counter proposals for the Government's proposals for a provisional administrative council for the North-East. He ruled out any meeting with the Eelam People's Democratic Party (EPDP), the main opponent of the LTTE. "Interests of all communities in the region will be taken into consideration in the counter proposals," a LTTE spokesman said. Thamilselvam said last week that the Tigers will meet Muslim representatives to discuss their interests in the proposed Interim Administration. The Government's IA proposals submitted on July 17 to the LTTE requires that any decision in the council affecting the Muslim or Sinhala community in the region to be passed with double majority, i.e. the majority of the members of the Council and a majority of the Muslim or the Sinhala representatives as the case may be. The Government also proposed that a Muslim delegation must participate in the discussions relating to establishment of a provisional administrative structure for the Northern and Eastern Provinces and that it should be opened to the SLMC to submit separate proposal pertaining to the establishment of the structure. |
