Regulatory activities on the increase the world over -Themiya Hurulle

"Regulatory activities are on the increase the world over and our region is no exception. With liberalization and de-regulation taking place all over the region new challenges and issues will surface all the time.

Governments, the Industry and International Organizations are some, that will face these challenges. The rapid pace of development in Infrastructure and the need to ensure the supply of services at competitive and affordable prices to the Consumer makes it essential to manage Infrastructures effectively", said Themiya Hurulle, Director General of the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) at the inauguration of 5th Core Training Course of the South Asia Forum for Infrastructure Regulation (SAFIR) on "Infrastructure Regulations and reform" held at the Hotel Club Palm Bay, Marawila recently.

This programme was organized by the Energy Research Institute of New Delhi, India (TERI) will the co-ordination of TRCSL and the Public Interest Programme Unit of the Ministry of Policy Development and Implementation and of the Ministry of Economic Reforms, Science and Technology. Nearly 100 participants from Bangladesh, Butan India, the Maldives, Nepal, Pakistan and Sri lanka attended his training course. These participants were from Government departments, regulated agencies, private institutions concerned with infrastructure sectors such as power, telecom, water and transportation including ports.

Hurulle said "This programme provides an excellent opportunity to learn, problems-solving techniques, while facilitating regional and an international exchange of ideas and experiences, and is mainly designed to enhance the various skills required in managing infrastructure regulation and reform. It is aimed at utility regulators and their staff, senior government officials working on reform of infrastructure sectors and executives from public and private regulated infrastructure service providers".

A distinguished international faculty including officials from the World Bank and prominent past and present regulators are expected to address key issues in the sphere of infrastructure regulation.
