Prime Minister Ranil Wickremesinghe has appointed Dr. Jayatissa de Costa as a member of the Public Utilities Commission for a period of 5 years in terms of Section 3(1) of the Public Utilities Commission Act No. 35 of 2000. Dr. de Costa the only Sri Lankan to obtain a doctorate in the law relating to elections, is the first practising lawyer who obtained a Ph.D in law from a university. After obtaining his LL.B (Cey.) in 1970 he studied at the school of Oriental and African Studies and the London School of Economics and Political Science and obtained his LL.M. Degree from the University of London in the field of comparative constitutional law under the supervision of Professor James S. Read. He had also followed courses in criminology and civil litigation at Kings College and University College in London. Costa was also a lecturer at the Sri Lanka Law College, Law Faculty of University of Colombo and BCIS. He was awarded Ph.D. for a thesis prepared under the supervision of a Q.C. Examined by a Supreme Court Judge and a Law Professor who was also a Q.C. and a former Supreme Court Judge. After his Doctorate he continued his academic work which resulted in producing a large number of law books. Dr. De Costa is an active member of the Bar Association of Sri Lanka and has served as one of its Branch Presidents, Editor, and a number of committees. He has been a member of the law commission from 1994 being appointed for a second term of five years from 1999. |
