Enhanced role for SLMM to facilitate return of captives

The discussion between the SLMM Chief Tryggve Telefssen and LTTE political chief Thamil Selvan concluded yesterday with ideas being exchanged for an enhanced role for the SLMM to facilitate the return of captives and fixing a meeting on Monday to discuss recent incidents in Batticaloa.

The SLMM Chief Tryggve Telefssen who flew to Kilinochchi yesterday had 'positive' discussions in this regard with the LTTE political wing leader S.P. Thamil Selvan, SLMM spokeswoman Agnes Bragadottir, who was one of the SLMM delegates to the Wanni told the Daily News yesterday.

The SLMM Chief had 'positive and constructive' discussions with the LTTE political chief Thamil Selvan for nearly two and half hours, she said.

Both parties agreed in principle that the SLMM should have an enhanced role to make effective arrangements to return soldiers and cadres following their capture by the other party.

The SLMM Chief informed the LTTE political wing leader that both parties should abide by the rulings of the SLMM with regard to the release of soldiers and cadres.

The SLMM will take initiatives in making proposals in this regard for the two parties to reach a consensus later, the spokeswoman added.

"The ways of treating captured soldiers who accidentally stray into LTTE controlled areas will also be included in this new arrangement", Bragadottir added.

Gen. Telefssen who flew to Kilinochchi with the major task of obtaining the release of the sailor and the two Police constables from LTTE custody fixed a meeting between the two parties in Batticaloa on Monday to discuss the recent incidents.

Senior Security Forces personnel and Police officers and LTTE Batticaloa leader Karuna will participate at this meeting under the chairmanship of SLMM Batticaloa District head to discuss these matters.

"There were no conclusions or final decisions to release the sailor and the policemen", Bragadottir added.

The LTTE is keeping a sailor who was arrested by them in Kattaparichchan area in Trincomalee for nearly one month and two Police constables unlawfully arrested by the LTTE to demand the release of one of their cadres in remand custody in Batticaloa.

The killing of a political activist in the East was also discussed and the SLMM chief informed the LTTE about the new monitors to be added to district offices of the SLMM next week.

Thamil Selvan is due to brief the LTTE leadership on the outcome of the discussion while the SLMM chief is due to brief government officials in Colombo.
