Norwegian delegation in Kilinochchi

A Norwegian delegation left for Kilinochchi last evening with proposals of the Government aimed at breaking the current deadlock in the peace talks.

Officials of the Norwegian Embassy in Colombo yesterday handed over the proposals by the Government to the LTTE Peace Secretariat Head S. Pulithevan after arriving at Kilinochchi around 1.45 pm yesterday.

Diplomatic sources said that Thomas Strangland, Second Secretary and Media Spokesman of the Royal Norwegian Embassy in Colombo and Counsellor to the Norwegian Embassy Mr. Kubberud flew to Kilinochchi in an Air Force helicopter to hand over the document to the LTTE.

The Norwegian Special Envoy Eric Solheim did not take part in this mission as scheduled and was due to return to Oslo last night. Diplomatic sources however, said that LTTE was unable to grant an appointment to Solheim citing a busy schedule for LTTE Political Wing leader S. P. Thamil Selvan. Solheim is also scheduled to meet LTTE theoretician and Chief Negotiator Dr. Anton Balasingham in London on his way back to Oslo.

If the meeting takes place this will be a crucial one as the LTTE will be in a position to respond to the Government proposals as they have already been handed over to the LTTE by the Norwegians.

However, there was no immediate response from the LTTE last evening though they confirmed the handing over of the government proposals to them by the Norwegian officials. The Government expects the LTTE will respond to the government's proposals after carefully studying them. The international community expects that the LTTE would at least give a positive response to their participation at the Tokyo donor conference even after this latest attempt by the Norwegians to bridge the differences between the government and the LTTE.
