Restructuring science and technology sectors my aim - Rambukkwella

Human capital utilisation and transfer of technology into villages are the main objectives of the newly appointed Science and Technology Minister Keheliya Rambukkwella who believes that these objectives cannot be achieved without restructuring the ministry.

Outlining his future plans as the non-cabinet Science and Technology Minister Rambukwella told the Daily News that the future and economic growth of about 10 percent largely depends on developments in the science and technology sector. "It is an important sector, which should be given priority," he said.

Development of science and technology should be based on human capitalisation. A large proportion of youth in the country is talented and intelligent and has a keen interest in science and technology. The country should take the maximum use of such human resources.

Transferring the technology into villages should also be given priority. More programs should be implemented to make this a reality. The time has come to educate people in villages and promote the 'science and technology concept'. Instead of limiting resources to urban areas, new programs should be set up in villages as well.

There are many institutions that come under this ministry, which need restructuring. "I am looking forward to develop these institutions and get the 'best' out of them. I guarantee the development of the ministry. I will develop the science and technology concept throughout the country.

"I have completed only 30 days in office as the Minister. We have very limited resources. However, an aggressive work schedule is on the cards for the next year," he said.

Foreign funds are essential to make headway in the sector. The ministry is negotiating with several foreign countries and donor agencies to get financial assistance. The whole world considers science and technology, as an important sector therefore obtaining foreign assistance is not a difficult task. The ministry has received the green light from several donor agencies, Rambukwelle said.

Prime Minister Ranil Wickremesinghe suggested setting up five economic zones in rural areas. His idea is to devolve the ministry into five economic zones. The ministry in Colombo will be involved in the activities of science and technology in rural areas through these economic zones. This concept will increase the efficiency of the ministry as well as develop rural areas.

There are many departments and institutions under the Science and Technology Ministry. Therefore, if the ministry functions well all these institutions will perform well. The best example is the Meteorology Department, which has had a negative growth rate throughout the past years. With modern technology and equipment the department will be able to give correct weather predictions.

Serious restructuring is necessary in the ministry. The workforce should not panic during the restructuring process because there will be no labour displacement taking place. "Workers will be the first to benefit if the ministry performs well," he said.
