The Government and the LTTE have identified eleven projects for urgent implementation in the North-East sector in their on going discussions to address the humanitarian needs in the war affected areas. Among these project concepts are the reconstruction of the road on the Mullaitivu-Mankulam-Vellankulam stretch, an Intensive Care Unit in Kilinochchi, a Milk Chilling and processing facility in the Kilinochchi District. A Centre for treatment of women with Psychiatric disorders in Kilinochchi was also among the projects which came up for discussion during the meeting of the Sub-Committee on Immediate Humanitarian and Rehabilitation Needs in the North East (SIHRN) which met in Kilinochchi on January 15 and 16. At the meeting attended by Peace Secretariat Director Bernard Goonatilleke from the Government and S. Tamilselvan from the LTTE, it was agreed that the resettlement of Muslims in their homes in the North and East be done in a structured manner. The head of the LTTE delegation reiterated its commitment for the return of Muslim IDPs to their homes in the North. A concept paper and proposal for resettlement of Muslim IDPs will be prepared for decision during the next meeting fixed for February 13 and 14. The other projects earmarked for implementation are the construction of ice plant in Thirukovil and Saintthamaruthu, Amparai District, one in Jaffna district and also in Mullaitivu district, Renovation of paddy storage facility in Mannar district, Skill and capacity development in Mullaitivu, Amparai and Mannar districts, Resettlement and rehabilitation of IDPs in all districts, Improvement of Mullaitivu hospital, Rehabilitation of Pottuvil Hospital in Amparai district and the Irrigation projects in Kuchchaveli, Trincomalee district, Kalmadu, Vavuniya district, Cheddikulam, Vavuniya District, Kiran in Batticaloa District. |
