High Security Zones issue : Plan being prepared to resettle civilians By Ranil Wijayapala The Sub-committee on De-escalation and Normalisation comprising government and LTTE representatives have decided to resettle civilians in a limited geographical area within a High Security Zone in the Jaffna Peninsula, senior government officials said yesterday. The resettlement will be done according to an integrated plan currently being prepared that will ensure the safety of the civilians concerned as well as the security of the military installations, these officials said. The plan includes de-mining the area and the restoration of essential services. In order that the plan be developed the Security Forces Commander in Jaffna Major-General Sarath Fonseka has put forward suggestions for consideration. Major-General Fonseka's suggestions contained in a report was handed over to the Sri Lanka Monitoring Mission, which has studied the proposals. The SLMM spokesman Teitur Torkelsson told the Daily News yesterday that the chief monitor General Trond Furuhovde had "a clear view of the proposals." The suggestions have been handed over to the LTTE for their observations and the SLMM said a meeting between the Army and the LTTE would be arranged for discussions on these proposals. He said no final decision regarding the proposals have been made as yet and said he hoped the Army and the LTTE would be able to reach an agreement before the next meeting of the Sub-Committee. He added that he was optimistic such an agreement would be reached as the two parties had been able to find a consensus over several such issues in the past. |
