Seminar on "path to development : The role of the public and private sectors"

To celebrate 50-years of the Fulbright exchange in Sri Lanka, The Hubert H. Humphrey Alumni Association of Sri Lanka in collaboration with the United States-Sri Lanka Fulbrigt Commission is organizing a seminar on "Path to Development: the role of Public and Private sectors" on December 9 at the BMICH, states a Fullbright Exchange in Sri Lanka in a press release.

The key note address will be delivered by the chief guest, Honourable Milinda Moragoda Minister of Economic Reforms, Science and Technology.

The other speakers will be Charita Ratwatte, Secretary, Ministry of Finance and Policy Development, Bruce Lohof, Director American Centre and the board of U.S-SLFC, Tissa Jayatilake, Executive Director U.S - Sri Lanka Fulbright Commission.

The theme paper will be presented by Ranjith Fernando - Secretary, Ministry of Enterprise Development, Industrial Policy and Investment Promotion and Constitutional Affairs.

The panellists for the discussion will be Chandra Jayaratne, Chairman Eagle Insurance, Dr. Patricia Alailama, Director General, Department of National Planning, Dr. Pakyasothi Saravanamuttu, Director, Centre for Policy Alternatives.

The US-Sri Lanka Fulbright Commission has for 50 years now devoted its activities to the promotion of mutual understanding between US and Sri Lanka through mutual academic and professional exchanges. The Hubert H. Humphrey Fellowship Programme under the US-SLFC has paved the way for mid- career professionals from both the public and private sectors to conduct a year of non-degree graduate study and receive an opportunity to interact with their US counterparts as well as those from several other countries of the world. Since the inception in 1979, about 48 mid-career professionals from Sri Lanka had the privilege of enhancing their knowledge and leadership skills which have broadened their vistas by participating in this programme.

The Humphrey Program best described "as a wonderful idea for a professional in mid-career", and as feast of experiences concentrated within a span of one year, today boasts of over 2800 fellows in the Humphrey network worldwide. Apart from the academic pursuits and professional development activities through university affiliations, a number of enhancement workshops, seminars, conferences and visits to professional organisations have contributed to the enrichment of experiences for the fellows in their respective fields.

One of the key features of the Hubert H. Humphrey Fellowship Program is the network it provides for the fellows through the opportunity for interaction at the University campuses, and during the enhancement workshops/seminars and professional internships. Those workshops, particularly those in Washington D.C. and in Minnesota provide the opportunity for the fellows to interact with their colleagues from other campuses and from other professional fields. The potential contribution to the nation-building exercise by the Humphrey Fellows can only be seen in the context of this broad framework.

The Sri Lanka Humphrey Alumni Association is a member of the SAARC Humphrey Alumni Association and work very closely with the East Asia and Pacific Associations.

The fourth East Asia/Pacific regional alumni conference held under the aegis of Korea Humphries in September 2001 came up with the far reaching recommendations to changing the role of government and public administration in the 21st century. The Humphrey Alumni from East and Southern African countries hosted by the Humphries of Uganda discussed the theme of "privatisation" as the vehicle for eradication of poverty.

Sri Lanka will hold the seminar by the revitalized Alumni Association combining the above two topics and the selected theme is "Path to Development: Role of the Public and Private Sectors".
