If the Councils are weak or fail in their role, neither the University
Grants Commission nor the Ministry of Tertiary Education will be able to
solve the issues and problems that currently face higher education in Sri
Lanka. Unless members of the Council attend the monthly meetings and
assert themselves and play an active role in the policy of the university
