EU, Russia agree anti-terrorism drive

The European Union and Russia agreed Monday to cooperate closely in the fight against terrorism by hunting down extremists, tracking their funds and preventing catastrophic attacks.

"We declare that we stand united in the fight against terrorism with due regard for the rule of law, for democratic principles and for the territorial integrity of states," a joint statement said after summit talks here between the EU and Russian President Vladimir Putin.

The EU-Russian plan envisages sharing information on "the activities and movements of individuals or groups belonging to terrorist networks or maintaining links with such networks", according to the statement.

It pledges both sides to prevent the spread of "supplies of arms, explosives or dual-use goods".

It also calls for a joint clampdown on "financial transactions likely to be used in support of terrorist intrigue", and on "new forms of terrorist activity, including chemical, biological or nuclear threats".

The plan was adopted in the wake of a new United Nations Security Council resolution seen as a last chance for Iraqi leader Saddam Hussen to abandon his alleged possession of weapons of mass destruction. Russia backed the US-drafted resolution after weeks of haggling.

It also seals EU-Russian cooperation which was stepped up after the September 11 attacks on New York and Washington.

EU countries and Moscow pledged "enhanced cooperation in all relevant international and regional fora", including "rapid implementation of relevant UN Security Council resolutions".

The plan called in addition for both sides to work closely with other countries to help them build up their capacity to fight terrorism.

"The fight against terrorism requires a comprehensive approach by the international community, comprising political, economic, diplomatic and military means," the joint statement said.

"Together we will oppose all those who seek to impose their will through acts of terrorism, anywhere in the world."
