Motion to plant lakh of jak seedlings passed

At the monthly meeting of Kuliyapitiya Pradeshiya Sabha presided over by the Chairman Sarath Dayawansa Narasinghe (UNP) it was decided to plant a lakh of jak seedlings in the PS area during the year 2003. The motion to this effect was moved by Wickremesinghe Abeysundera (UNP) saying that planting jak seedlings is an investment for the future. That would help for the environmental conservation and to solve the probable food crisis in future. The motion was passed without a debate.

Y.M. Senaratna (PA) pointed out that the payments for the gravelling of Gaiyala Road was delayed for six months. The delegates of the society that did the work had come to this office 15 times from last April to collect the payment of Rs. 15,000.

Dharmasiri Dissanayaka (UNP) said what that member says is correct. The job was completed in April.

The Chairman said the Secretary has to inspect the job before making the payment.

Senaratna asked, why doesn't she go and inspect the job. The TO and the WS had recommended the payment.

The Chairman said the voluntary societies that get the contract of the Sabha should submit a letter from the controlling authority of that society stating that it has the financial stability to do the contract before signing the agreement.

M.M.A. Premaratna (UNP) said the Chairman will fall into difficulties when the members make allegation against him.

Senaratna said, I see there is politics behind this delay.

Premaratna said, No. I deny that allegation. The Chairman treats all the members alike.

Senartna said, I can prove my allegation. The payments for the project proposed by the ruling party members are made promptly on the recommendation of the TO. But for the projects proposed by the Opposition members, the Secretary's inspection is necessary in addition to the recommendation of the TO or WS to make the payment. That is the double standard of the Chairman.

The Vice Chairman Mahinda Pushpakumara (UNP) said a huge heap of fibre dust of a fibre mill at Udaththawa causes a grave environmental and health hazard. A variety of centipedes was bred there in thousands. They damage the vegetable plots of the cultivators. In addition the water soaked in fibre dust absorb into the nearby wells polluting the water in them. The Sabha has to take action against that environment pollution.

Wickremasinghe Banneheka (UNP) said similar environmental and health hazard is caused by Dandagamauwa D/C Mill. All the wastes of the mill are released to Dandagamu Oya polluting the water in it. The entire area is stinking.

M.M.A. Premaratna said a tree planting program should be a launched for environment conservation.

Wickremasinghe Abeysundara (UNP) said the tree planting is good. Seedlings planted with economical and food value was better. So I suggest to plant a lakh of jak seedlings in the area during the next year.

The Chairman said that is was a good idea. However, the Sabha has no authority on the issues the Vice Chairman and the member Banneheka raised. We can direct the issues to the Wayamba Provincial Environmental Authority.
