Police should be thoroughly organised to combat crime - DIG

Police organisation and its progression in Sri Lanka, as in any other country, is a complex arrangement. Crime, the primary target of the Police, is an even more complex phenomenon. In this context, it is distinctly clear that the Police have to be thoroughly organised to combat crime and its associated elements.

This needs meticulous planning and vigorous implementation, said Crimes and Criminal Intelligence DIG Sirisena Herath.

IGP T.E. Anandarajah yesterday appointed DIG Sirisena Herath to be incharge of Organised Crimes, (OCCIB) Women and Children's Bureau, Criminal Record Division (CRD) Director Public relation in addition to his present functions as DIG Western Province South.

DIG Sirisena Herath had been in charge of several divisions including SLRP, Jaffna, Wayamba, Terrorists Investigation Division (TID), Narcotics, Kandy and Colombo before assumed duties as the DIG Western Province South.

It is considered prudent that prevention of crime should be given priority over most other matters in this sphere of Police activities, to eliminate colossal loss to the economy of the country, conceding even the denial of a life as a loss to the state.

Having a preventive approach to crime, saves, not only life and property but also the expenditure that has to be incurred on account of investigation, prosecution and correction, (the entire Criminal Justice System), which could be channelled to development projects in the country, DIG Herath said.

DIG Herath emphasised that to achieve this object, we will re-structure the 'Crime Command' which will have two components.

A DIG will handle crimes and the new concept of 'Crime Prevention' activities by appointing a Senior Superintendent of Police in Charge of crimes to be directly under the DIG in each Territorial Range, who will operate through the "Divisional Crime Detective Bureau" of the Headquarters Division of the Range, the new crimes DIG said.

The Senior SPs will coordinate and where appropriate direct, all activities pertaining to 'Crime, Organised Crime and Crime Prevention' within the respective Ranges and directly report to the DIG of the Range, DIG Herath added.

Senior DIG Gamini Randeni will be in charge of Administration, Senior DIG Indra de Silva, Range 3. Senior DIG Jayatissa Herath, Range 1. DIG Nimal Jayasundera, Range 2. DIG Chandra Fernando, Research Planning, IT and Technology. DIG Gunasena Thenabadu, Higher Training. Jayantha Wickremaratne, Ombudsman and Police Headquarters. DIG S.K. Shanker, Recruitment and Basic Training. DIG Sarath Kombalavithana, Management Development and Welfare.
