"Road safety council should meet regularly"

The National Council for Road Safety should at least meet once a month to clear the backlog of issues. According to law the Council should meet once in three months, to deal with pending issues, said Road Safety and Traffic Administration DIG Daya Jayasundera. Motor Traffic (Amendment) Act No. 5 of 1998 stated that a National Council for Road Safety consisting of a Chairman and not more than 17 other members appointed by the Minister and consisting representatives of the Ministry of Education, Ministry of Finance and Planning, Ministry of Provincial Councils and Local Government, Ministry of Highways, Representatives of the University of Moratuwa, Urban Development Authority, National Transport Commission, Department of Motor Traffic, Sri Lanka Central Transport Board, Ceylon Society for the Prevention of Accidents, Transport Medical Institute, Automobile Association of Ceylon, Department of Police, Colombo Municipal Council and the Controller of Insurance or his representative.

The Chairman of the National Council for Road Safety may summon meetings of such Council whenever he may deem it necessary, so however, that he shall summon a meeting thereof at least once in three months.

The quorum for any meeting of the National Council for Road Safety should be eight. There should be a fund to be called the Road Safety Fund. The fund will be administered and managed by the National Council for Road Safety.

This fund will be required to implement programmes of the promotion of Road Safety and accident prevention or to carry out other prescribed activities, approved by the National Council for Road Safety.

This fund is also required to provide financial assistance to persons killed or injured as a result of motor vehicle accidents or their dependants, in instances in which such motor vehicles has not been identified.

Motor Traffic Advisory Council consisting of the Commissioner as Chairman, including representatives from Police Department, Highways Department, Sri Lanka Central Transport Board, Ceylon Society for the Prevention of Accidents, Automobile Association of Ceylon, Ceylon Tourist Board, Local Government Department and Colombo Municipal Council.

It shall be the duty of the Council to advise the Commissioner on all matters connected with the regulation of Motor Traffic or the administration of this Act as may be referred by the Commissioner to the Council for such advise.
