Shanmugalingam new chairman of Tariff Advisory Council

Minister of Finance K. N. Choksy has appointed retired Deputy Secretary to the Treasury K. Shanmugalingam as Chairman of the Tariff Advisory Council on the instructions of Prime Minister Ranil Wickremesinghe.

Before Mr. Shanmugalingam became DST during President Ranasinghe Premadasa's regime he was Director General of the Treasury for 20 years. While serving as DST he also held the posts of Chairman, Petroleum Corporation, Chairman, Sri Lanka Insurance Corporation, Chairman, Tariff Commission, Chairman Plantation and Restructuring Company and Director, National Development Bank at the time. Before joining the Treasury he also served at the Jaffna kachcheri as OA and thereafter as Deputy Director of the Planning and Deputy Director of Economics Affairs under the Ministry of Finance and Planning during Prime Minister Mrs. Sirimavo Bandaranaike's period.

He was also largely responsible for raising funds and restructuring the Janasiviya Program which was the first program to alleviate poverty in Sri Lanka.

He holds a B.Sc. (Hon) degree in Economics from the University of London and holds a post graduate degree for Public Finance from the University of Colombo. He has attended World Bank and IMF Fora for 18 years.

The functions of the Tariff Advisory Council appointed by the Minister of Finance are as follows:

Identification of anomalies and distortions in the current tariff structure; the implications and necessity for prevailing duty exemptions and waivers; the impact of VAT, excise duties and cess levies on Sri Lanka's import and export trade and tariff policy.

Changes, if any necessary, in export incentive schemes and the use of export cess; changes, if any, necessary in the existing trade and tariff policy framework and macro-economic conditions in moving towards a two band tariff system.

The effect of bilateral and multilateral trade and tariff agreements on Sri Lanka's trade and tariff policies and the implications of SAPTA/SAFTA arrangements and preferential tariff arrangements in regional trade among SAARC countries.

Consideration of anti-dumping legislation and the safeguarding of provisions under the WTO agreements and the recommendation of changes necessary to simplify procedures, practices and applicable laws and customs regulations.
