broad facts of the problem. From 1948 to 1958 - there was peace among all
communities. From 1958 to 1983, Tamils were at the receiving end of
periodic violence from 1983 to 1985 armed Tamil youth attacked the
uniformed forces of the Government and also eliminated Tamils who they
