Cabinet Decisions

MoU with India for technical assistance in support of National Plan for a Trilingual Sri Lanka

The Presidential Initiative for Trilingual Sri Lanka aims to make every Sri Lankan citizen knowledgeable in Sinhala, Tamil and English. The 10 - year National Plan for a Trilingual Sri Lanka drawn up for the purpose, sets the foundation for a national initiative to encourage the acquisition of trilingual skills and competencies by all citizens.

Technical assistance is to be obtained from the Indian government. President Mahinda Rajapaksa's proposal to sign the agreement between the Sri Lankan and Indian governments, after incorporating the amendments discussed at the Cabinet meeting, was approved by the Cabinet.


Rs 71 m for Weeraketiya Town Centre Development

The Urban Development Authority (UDA) intends to develop the Weeraketiya Town Centre under the Small Township Development Programme. The area identified to be developed is about 1.2 km in length. The project includes the development of walkways, construction of boundary walls, re-location of shops / houses, construction of public vehicle park etc. The proposal was made by the President, in his capacity as the Defence and Urban Development Minister to implement the project at Rs 71.0 million, with funds to be provided under the Medium Term Budgetary Frame Work, was approved by the Cabinet.

Water convention - 2013

The Water Supply and Drainage Ministry together with the National Water Supply and Drainage Board is planning to organise a Water Convention at the BMICH from March 20 to 22. An exhibition will also be held to coincide with the convention. Water Supply and Drainage Minister Dinesh Gunawardena's proposal to proceed with the programme was approved by the Cabinet.


Rs 63.8 m for Beliatta Town Development Project

The Local Government and Provincial Councils Ministry initiated a programme to develop rapidly small and medium scale towns.

Beliatta town in the Hambantota district has been selected to be developed under this programme.

Local Government and Provincial Councils Minister A L M Athaullah's proposal to proceed with the project at a cost of Rs 63 8 million, was approved by the Cabinet.


Residential Care Home for children with Autism

The Udapadi Trust was initiated in 2003 by parents to meet the needs of the children profoundly disabled by Autism and Autism related disorders at least to a certain extent.

On a proposal by Social Services Minister Felix Perera to provide funds for this, Cabinet observed that funds have been provided through the Budget Estimate for 2013. Cabinet also decided that the Social Welfare Ministry should formulate a proper mechanism for the welfare of such disabled children and prepare an action plan.


Govt institutions asked to sell discarded paper to Valachchenai Paper Mill

State Resources and Enterprise Development Dayasritha Thisera's proposal to inform state institutions to sell discarded paper to the National Paper Company Ltd for re-cycling was approved by the Cabinet.

Rehabilitation of road sections

The government received a loan of Saudi Riyal 225,000,000 from the Saudi Fund for Development for the rehabilitation and improvement of about144 km of the national road network of Sri Lanka.

A part of the loan will be utilised for the following: Rehabilitation and improvements to the road section from Katugastota to Alawathugoda (from 4.6 km to 15.57 km) on Kandy - Jaffna Road (A9) at Rs 767,037,3 82.82; rehabilitation and improvements to the road section from Alawathugoda to Palapathwela (from 15.57 km to 32.54 km) on Kandy - Jaffna Road (A9) at Rs 949,155,320.32.

President Mahinda Rajapaksa's proposal as Ports and Highways Minister, to award the two contracts as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.


A-24 Road from Matara to Godagama to be developed

The government received a US$ 85 million loan from the Asian Development Bank (ADB) for financing a portion of highway upgrading component of the National Highways Sector Project.

A part of the loan will be utilised for the project.

The President's proposal as Ports and Highways Minister, to award the contract for Rs 639,302,114.01 as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet.


Road sections from Dehiowita to Deraniyagala and from Thambalagamuwa to Surangal Junction to be developed

President Mahinda Rajapaksa's proposal, in his capacity as Ports and Highways Minister, to utilise a part of the loan of US $60 million from the Saudi Fund for Development, for the rehabilitation and improvements to the following sections of roads, was approved by the Cabinet:

Road section from Dehiowita to Deraniyagala (From 0 to 14.0 km) on Dehiowita - Deraniyagala - Noori Road (B093) at a cost of R.1,092,571,553.13; and Road section from Thambalagamuwa to Surangal Junction (From 0 to 8,5 1cm) on Thampalakamarn - Kinniya Road (B541) at a cost of Rs.875,848,040.63.


Road from Rakwana to Madampe and Karandana Bridge to be developed

The government received a loan of US$ 40 million from the OPEC Fund for International Development for the rehabilitation and improvements to roads in the National Road Network.

The proposal by the President in his capacity as Ports and Highways Minister, to utilise a part of the above loan for the following, as recommended by Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet:

Road section from Rakwana to Madampe (From 130.0 km to 143.93 kin) on Galle - Deniyaya - Madampe Road (A17) at a cost of Rs.2,05 1,401,287.60; and Reconstruction of Bridge No.3/2 (Karandana Bridge) on Polgahawela - Kegalla Road (A19) at a cost of Rs.247,659,8 12.50.


Japanese grant for four projects

The Japanese government agreed to provide grant assistance amounting to Japanese Yen 2,678 million (approximately Rs.3,749 million) for the implementation of the following projects, to promote socio-economic development of Sri Lanka: The project for the construction of a Dredger - Japanese Yen 988 million (approximately Rs, 1383 million) for the procurement of a self propelled grab hopper dredger to develop the fisheries industry; project for the development of an Intelligent Transport Information System for Expressways in Sri Lanka - Japanese Yen 940 million (approximately Rs 13 16 million) to provide road traffic information to road users; provision of Japanese SME products - Japanese Yen 200 million (approximately Rs 280 million) for the provision of industrial equipment; provision of medical equipment - Japanese Yen 550 million (approximately Rs.770 million) for provision of Medical Equipment to Teaching Hospitals, Secondary Hospitals and Medical Research Institutes, to improve healthcare facilities.

The proposal submitted by the President as Finance and Planning Minister was approved by the Cabinet.


Grant assistance from German government

The government of the Federal Republic of Germany agreed to provide Euro 6 million grant assistance to implement two development projects - Small and Medium Scale Enterprise Development: and Education for Social Integration.

The proposal by the President, in his capacity as Finance and Planning Minister to sign the exchange of notes for the purpose, was approved by Cabinet.

Section 15 of Prescription Ordinance to be replaced

Justice Minister Rauff Hakeem's proposal to instruct the Legal Draftsman to prepare amending legislation to make amendments to the Prescription Ordinance was approved by the Cabinet
