by Ravi Ladduwahetty The Draft Bill for the setting up of the four independent commissions will be ready by today, Secretary to the President Kusumsiri Balapatabendi told the Daily News yesterday. The Draft Bill for the setting up for the four commissions - Public Services, Judicial Services, Elections, and Police were being finalised yesterday. "Everything is on schedule in deference to the wishes and the targets set out by the President," he said. The Draft is scheduled to be presented in Parliament on September 24. Meanwhile, Legal Draftsman Mrs T.R. Perera said that her department was awaiting the response from the Presidential Secretariat to go through the technicalities of the Draft Bill. The Draft Bill is expected to be presented to the Supreme Court this week, legal sources said. The Memorandum of Understanding (MoU) signed and exchanged between the ruling People's Alliance and the JVP last Wednesday also specifically stated that the 17th Amendment to the Constitution will be debated in Parliament on September 24. The Amendment will include the setting up of the Constitutional Council apart from the four independent commissions for Public Service, Police, Judiciary and Elections. The MoU also makes it mandatory that the Independent Commission for media be set up within a period of six months. |
